Michael S. Barr, MD, MBA, MACP, FRCP (London), is a nationally recognized physician executive, U.S. Air Force veteran, and board-certified internist with more than three decades of experience advancing healthcare quality, practice transformation, and value-based care. He is the President and Founder of MEDIS, LLC, a veteran-owned healthcare consulting firm that advises health plans, provider organizations, technology companies, and public-sector stakeholders on quality strategy, operational performance, digital quality measurement, and leadership development.
Dr. Barr previously served as Executive Vice President of the Quality Measurement & Research Group at the National Committee for Quality Assurance (NCQA), where he oversaw HEDIS® measure development, led NCQA’s digital quality measurement strategy, and managed a substantial national portfolio of contracts and grants. Earlier in his career, he held senior leadership roles at the American College of Physicians, where he was a principal architect of the Patient-Centered Medical Home and national primary care transformation efforts. His executive leadership experience also includes serving as Chief Medical Officer of Baltimore Medical System, a large, multi-site federally qualified health center, and as Chief Medical Officer of PreferCare, a physician enablement company supporting independent primary care practices in value-based Medicare Advantage arrangements. He is currently Co-Founder and Chief Medical Officer of Velox Health Metadata, a health technology company focused on interoperability and real-time clinical data access, and Senior Director of Population Health Improvement & Member Engagement at the Population Health Alliance.
Across clinical, policy, and industry roles, Dr. Barr remains focused on strengthening primary care, improving accountability and measurement, and ensuring that data, technology, and payment models support high-quality, equitable, and person-centered care.
